A Evaluation of Dementia Care Center¡¯s Efficiency by DEA - Focusted on Seoul Dementia Centers -

Abstract
The purpose of this study is to present the criteria for predicting the appropriateness of Dementia management policy and the effectiveness of Dementia Centers. The Dementia Centers was a nationwide expansion of the Seoul Dementia Center Model. However, The weaknesses and the deficits of Seoul Dementia Centers have not been improved. In addition, Dementia Center is designed to reflect the regional characteristics of Seoul, while Dementia Centers are operated without consideration of regional differences, so it is necessary to review the operation model of these Centers. In this study, DEA analysis, which is mainly used to analyze the operational efficiency of public institutions, was conducted. Currently, since the operational results of the Dementia Center in 2018 are not disclosed to the public, We decided to use the data of Seoul dementia center project. The results of this paper are as follows. First, the input resources of the Dementia Care Centers were overproduced. In terms of size, manpower, and budget, it can be seen that efficiency can only be reached when the same level of performance can be achieved even if each input resource is reduced by half. Second, the ineffectiveness of the majority of the dementia center in Seoul was confirmed. The Center, which was operated in other regions, showed that the total amount of input was comparatively at least highly efficient, suggesting that the capacity of the individual workforce might have a considerable effect on efficiency. It has been pointed out that the work guidelines which do not consider the professional group, ranging from the old model of the dementia center to the model of the dementia center in 2019, are more likely to lead to the deterioration of the service quality due to the decrease of the job satisfaction and the ambiguity of the work. The government should establish a system that can utilize the expertise of each group considering the characteristics and tasks of each project of the Dementia Care Center.
